This stamp comes from a fraudulent ring in Montreal that tried to print fake stamps for postage purposes, but fortunately, they were caught early in the process. The stamps were never perforated nor tagged and are scarce philatelic collectibles nowadays, much scarcer than the legitimate perforated stamp!
